Riad Hijab, speaking to reporters in a teleconference, said the fighting, in addition to arrests made by the Syrian government, caused the High Negotiations Committee (HNC) to consider whether it should attend peace talks in Geneva later this week.
The truce between al-Assad's regime and non-jihadist rebels, brokered by Russian Federation and the United States, has defied expectations and led to the first significant decline in violence in Syria's[1] almost five-year civil war.
Staffan de Mistura was still planning for the talks to officially start Wednesday, but logistics and other issues have meant that delegations are likely to arrive in Geneva over several days, spokeswoman Jessy Chahine said.
World Food Programme spokesman Hussam al-Saleh told AFP that 22 trucks would distribute food, flour and medical supplies to the towns of Hammuriya, Jisreen, and Beit Sawa in Eastern Ghouta.

On March 2, the ministry prepared a list of areas where it believed the aid was needed urgently and sent it to the United Nations.
Moscow, which has provided a daily account of ceasefire violations, said on Monday that the truce was still "in general" holding apart from unspecified "isolated provocations and shelling" .
It said Russian planes continue to carry out air strikes against ISIS and Al- Nusra in three provinces, including the main ISIS stronghold of Raqqa. Russian Federation has supported Assad with a military campaign involving blistering air power. It lies in the government-held part of Aleppo.
Also on Monday, activists said al-Nusra fighters had broken up a protest against President Assad by opposition supporters in the city of Idlib, threatening to open fire if they did not disperse. The main sticking point has been the fate of Mr Assad, who the opposition insists must step down for a transition to work.
At the start of a visit to the Middle East, US Vice-President Joe Biden conceded that finding a political solution would be hard but said there was no other choice.
A French diplomat said Tuesday that the Syrian opposition was still debating involvement in new talks, and will give its answer in the coming days.
"The formation of a next humanitarian convoy continued", the statement also said.
