United Nations says substantive Syria talks to start by March 14

Riad Hijab, speaking to reporters in a teleconference, said the fighting, in addition to arrests made by the Syrian government, caused the High Negotiations Committee (HNC) to consider whether it should attend peace talks in Geneva later this week.

The United Nations is hoping to restart peace talks that collapsed last month, building on a ceasefire that has led to the first significant decline in violence in Syria's[1] almost five-year civil war.

A spokeswoman for UN Special Envoy for Syria Staffan de Mistura said on Tuesday that delegations to the talks are likely to arrive in Geneva, Switzerland, in several days.

A source close to the Syrian regime delegat ion told AFP it would attend the new round of talks starting from March 14.

The talks are aimed at ending the five-year Syria war that has killed more than 270,000 people, displaced millions and devastated the country.

"Our inclination is to go", Riad Nassan Agha, a member of the High Negotiations Committee, told Reuters[2], adding that he hoped nothing would prevent that from happening.

The Syrian Observatory for Human Rights, a Britain-based monitor, said Sunday had been the "calmest day" in Syria since the ceasefire began.

Mr Hijab also complained that the government had neither released any detainees nor allowed the flow of aid to besieged opposition-controlled areas to increase in line with the truce dea l. He said there would be a "clear decision" before the end of the week.

"The participants in the meeting discussed the situation in different Syrian districts, the observation of the terms of the cessation of hostilities by the sides, truce violations, as well as the issues of cooperation in providing humanitarian aid to people in Syria", the statement said.

Russian Federation launched an air campaign in September it says is targeting "terrorists" but has been accused of hitting non-jihadist rebels in support of Assad's forces. It lies in the government-held part of Aleppo.

"The pro-government fighters pushed them back, but there are still fierce clashes as the fighters from Al-Nusra Front, Jund al-Aqsa, and other groups try to advance", said Abdel Rahman.

"Just a few minutes before we came on this conference there was a massacre committed by the air forces of the Russians and the regime in Abu Dhuhour", he said, referring to a settlement in eastern Idlib go vernorate.

The fate of al-Assad, who is refusing to step down, has been one of the main sticking points in the talks. The Syrian army has said very little about operations in western areas of Syria covered by the agreement, though it has said operations against Nusra continue.

A U.N. Security Council resolution approved in December calls for agreement on a transitional governing body within six months after the start of peace talks between the government and opposition.
